In England and Wales, a 'plan-led system' outlines what can be built and where. The Government sets out national planning policy, but the main responsibility rests with local planning authorities. A local planning authority is responsible for deciding whether a development should go ahead. In Greenwich this decision is made by Greenwich Council.
Planning permission is required for most redevelopment proposals of the Island Site in Greenwich Town Centre. Greenwich Hospital has been fully aware of the relevant planning policies when deciding on the form of development, particularly as the site is located within a World Heritage Site, a conservation area, and contains a number of listed buildings. Regard has also been given to appropriate uses within this town centre location, and how any development fits within the wider town centre strategy. All these issues were reflected within the final scheme.
